“I Got a Gun for Ya,” – Witnessing Officer’s Statement about Councilman’s Arrest

On 5/25/2014, Deputy Jeremy Chapman radioed in that a side by side ATV ran from him on Lincoln Court. I arrived on scene. Deputy Chapman and Deputy James Slaughter had located the ATV behind a house 529 Lincoln Court. A black male later ID it as (Dennis Johnson 3rd) came over, and stated that it was his. Mr. Johnson stated that he was asleep, and did not know who was on the ATV. Johnson stated that he was going to get his ATV. Deputy Chapman stated that the ATV was going to be towed.
Johnson get aggravated, and started to yell and curse. A crowd began to gather at the scene. Johnson stated that he was going to call Ced. A few minutes later another black male later ID’d as (Cedric Leonard) came on scene. He start walking toward us and tje ATV. He was told a number of times to stay back, but he keep walking toward us. He was yelling and cursing, wanting to know why the ATV was being towed. Deputy Chapman put his right hand up ordering them back. Leonard started yelling that Deputy Chapman had his gun out. Deputy Chapman had his flashlight in his right hand and OC spray in his left. Leonard started
yelling “I got a gun for ya” and went to his vehicle. He came back to the ATV, and started yelling again. At this time Deputy Chapman told Leonard he was under arrest, and went to place cuffs on him. Leonard stiffened his arms Deputy Slaughter was assisting Deputy Chapman with Leonard. Johnson started walking toward them and Deputy Slaughter started yelling get back to the crowd. Sgt. Barnett and myself stepped between the crowd and the Deputies. We got the crowd to move back some. Deputy Chapman did not get to fully explain why the ATV was being towed due to the actions of Johnson and Leonard.
