• West plant has very limited capacity left.
• Since plant discharge is controlled hydrographically based on flow in the outfall ditch, in a severe drought the ponds may not have any capacity left to store additional flow.
• We have started the design process to determine the land needed to build additional cell.
• Land is available on either side of the lagoon.
• We will need to purchase land as soon as possible. We will need 50 to 75 acres. I will have more precise number shortly. But I would suggest buy as much as you can afford simply because land is not getting any cheaper and may become scarce later in the future.
• Beside adding new capacity, plant piping will have to be upgraded including adding an auto discharge system.
• We have not spent enough design time to develop a concept design for the expansion. This is critical for developing a cost estimate. However, based on my initial study the cost most likely will be between 1.7 million to 2.25 million dollars.
• As part of the settlement agreement with ADEQ, the City had agreed to have a training program for the staff, which should be initiated.
• We are also to obtain Storm Water General Permit for the plants. We are working on that. It has to coincide with the renewal permit.
• City of Monticello is required to complete a yearly Sludge report (similar to NPDES quarterly report).
• City has failed to submit any report in the past. We just submitted a report for 2015.
• Now 2016 report is due. I am working on it. This is the first year we have to submit it electronically.
