Humane Society Leader Addresses City Council about Pit Bulls – Edited

Ruby Burton, leader of the local Humane Society, spoke to the Monticello City Council, Thursday night about the problem with pit bull dogs, and their care, inside of the Monticello city limits.

A child had her ankle broken and other injuries, less than a month ago, in an incident covered statewide TV.

Burton estimated that there are  400 -500 pit bulls in East End, with many of them being hid by their owners.  She also mentioned a problem with pit bulls in the Indian Mounds area.

Burton told the council that most of these dogs are in a state of neglect by their owners, and recommended the city ban pit bulls (and other vicious dogs) from the city, or require them to be registered and carry a $100,000 insurance policy.  Any dog, regardless of breed can be a “vicious dog” based on it’s own actions and history.

No action as taken by the council.  City attorney Witt Barton then explained some of the legal issues, and possible actions the council may consider at next month’s meeting.

    I am the owner of 3 pit bulls one being a house dog, some put bulls are mean and a threat but mine are not, they are not mistreated and are not made to be mean. My children play with mine every day and have never suffered any sort of injury!! The only images people want to see of a pit is them being mean and that is not the case for all of them!!

    breed specific ban is not the answer. any dog can be good or bad. should we ban all people in their 20s from city limits since that age group commits most of the crimes?? ridiculous isn’t it!

    Despite what some people believe, pit bulls actually make great pets for families. In tests done by the American Temperament Test Society, pit bulls were generally less aggressive when faced with confrontational situations that produced negative reactions out of many other stereotypically “friendly ” dog breeds, such as beagles and poodles.
    Early in the 20th century, pit bulls were actually the No. 1 family dog.
    Dog fighters use pit bulls breeds because they are strong, agile and have a desire to please their owners. Unfortunately, pit bulls” abuse in this circumstance contributes to the negative myths surrounding them.
    While many pit bulls are trained to be “animal aggressive, ” this does not mean they are also “human aggressive. ” These behaviors are completely separate and can be adjusted through proper socialization and training.

    Totally ridiculous! First of all, I find it insane that she believes there are that many pits in Monticello! That’s an exaggeration to plead her case! Second of all, although not a pit owner myself, I have seen pits who are loving animals and fantastic pets!! Banning a breed because of irresponsible owners is absurd! I guess next we will ban unpredictable teenagers!!!

    Pit Bulls are being abused everyday. The main reason for this is Dog Fighting. The “Pit Bull” tends to be the best fighting dog, because of it’s strength, high pain tolerance, and desire to please it’s owner. People who fight these dogs, abuse, torture and even use them as bait if they aren’t good fighters. The “Pit Bull” in short, originally produced from Bull Dogs (known for their strength) and Terriers (known for their agility, energy and courage) the Pit Bull was bred to pin and control large dangerous animals, such as Bulls, Bears and Boars. NOT FOR FIGHTING! People who fight these dogs, abuse, torture and even use dogs as bait if they aren’t good enough fighters (not strong enough, not aggresive, won’t kill, etc.) These people are trying to live their lives through their dogs because they are insecure about themselves and are cowards. If you know of anyone who participates, promotes or spectates in dog fighting, do not hesitate to report them to the Police. Remember, dog fighting is a felony in 43 states in the U.S., and a misdemeanor in 7 states. Making it illegal in all 50 states! Also, spectating is illegal in all states except Iowa, Hawaii, Montana and Virginia. Please Help in ending Pit Bull Abuse and Animal Cruelity NOW!

    This is not right at all to ban a breed of animal from a town… I’ve grown up around pit bulls my whole life and not only are they loving and caring dogs they are great hunting dogs as well.. This is jus a crazy law being made up if it was a smaller dog that had Broke the girls ankle nothing would have been said about it except it was a bad accident…. If its wrong to criticize a race what’s the difference in a breed???

    whats rediculous is..time after time we’ve heard about these dogs attacking children AND adults for no reason,and still people defend the dogs and usually try to blame the victim somehow,i’ve heard people say..i have a poodle thats meaner than my pit! so what?..a poodle isnt going to injure you or you’re children,or someone else’s child like a pit bull will..its very possible that ANY dog might turn on a person..that being said,why would you want one that would cause great harm or even kill you?..or someone else?..i say ban them from the city before we hear another story like the recent one,,saying you have three pit bulls that have never done anything is like saying you have three sticks of dynamite in your closet that have never blown up..wake up people..get a cat!

    THIS IS CRAZY! Animals are inocent. It’s the owners who need to be punished and not just pitt owners. Two years ago an elderly neighbor was tripped going to her mail box by a chiuaua who kept nipping at her heels. She spent 2 weeks in a hospital & 3 weeks in rehab. If I was connected to a chain, I’m sure I would be vicious too. And yes I own a pitt. Here’s a thought – Let’s ban bullies from schools. They’re dangerous.

    I do not and will not own a pit bull dog, but I do respect people that do. They usually love their dog and care for it. For anyone that trains them to hurt others, I think they should pay a huge fine and may be jailed. It does take a village to raise a child.

    This will do nothing but make members of society who have pit bulls who have done no harm and are lovable creatures move away! MY kids were raised around pits and none of them have ever been aggressive or mean or ever harmed my children. My mom has a half weiner half shitzu dog that has bit them and will try and tear a plug out of anyone he doesn’t know…banning pits is not the right thing to do! If thats the case ban ALL dogs from city limits because any dog at any given moment CAN be mean giving how it was raised and the circumstances!

    I LIVE IN THE CITY LIMITS AND MY NEXT DOOR NEIGHBORS HAVE 2 PITS AND THEY LET THEM OUT WITHOUT BEING ON A LEASE. I REALLY THINK THAT IS SO UNCONSIDERATE OF THEM. IT IS JUST LIKE BEING IN PRISON IN YOUR OWN HOME BECAUSE YOU HAVE TO ALWAYS BE ON THE WATCH WHEN YOU COME OUT OF THE HOUSE. LAW ENFORCEMENT WILL NOT TAKE ACTION UNTIL SOMETHING DRASTIC HAPPENS.

    To sit there and say it is just PIT BULLS??? How can you be so ignorant. Ive owned many many many pit bulls and they are some of the most people loving and family oriented dogs. People really should do their homework and get the facts on dog attacks and dog bites and the way the media reports any sort of dog attack no matter what the breed. A study shown that out of the rottweiler, german shepard, and the pit bull the one with the weakest bite.. not saying that any bite is weak… but the weakest bite was the pit bull.. All im saying is this breed isnt what you think and to be prejudicee by making a blind judgement shows how ignorant you really are people.. Just do your homework..reall homework. dont bend and alter the facts so it fits how you want it to fit. im extreamly passionate about this breed and will keep fighting for them

    I do not live in the area anymore because of tight minded people that are there. It is not the pit bull bread that is dangerous it is how they are raised and handled by the owner. If a person tells the dog to get it tare it up that bread is so into pleasing his/her owner that it will do as it is asked to please its master. If this is the case then the owner should not be allowed to own that type of dog. Pit Bull bread is a one person type dog that will fight to the death to protect that owner no matter what it is taught. But it is the owner that teaches a dog to be mean just like it is not the type of gun that kills it is the person that puts the hand on the gun that pulls the trigger that kills!!!
    Remember that. Find the ones that training them to fight and charge them with a felony account of animal cruelty to do harm to others. You will often find drug/cash trading at these homes.

    How in the world does she come up with that number, their are not that many people that live own the east end. And to say pits are used just to fight come see how loving and caring they really are. And a lot of people use them when they hunt hogs. And their are pits north end south end and west end that are just caring and lovable to their owners, don’t label the breed as being bad dogs because all of them are not.

    when a pitbull attack they dont STOP untill the job is done, the other dogs will bite u and go away, seen it the other day when 3 pit was fighting, nobody could stop them. it was 2 men trying to get to the door to let the people know, they could not get to the door, when the owner came out, he had to go back, and those dogs was not mean, just lost into the fighting. i know to all pit is not bad, but they can get that way. maybe ur kid will be hurt one day, i pray not!!! but it happen all the time!!

    I don’t like the idea of a breed-specific ban. Rottweilers give me the creeps; when I was a kid, the nastiest dogs in town were chihuahuas. If there is regulation regarding animals of any kind, it must be aimed at the owners.

    Banning them from city limits will only make the shady pit bull owners move them to unseen places or some friends property out of town. It will not fix the problem with abusive owners – we need to start hold people responsible and PUNISH the people who abuse and neglect them.

    The issue of Pit Bull Dogs are growing at an alarming rate. The city of Little Rock, Arkansas banned them from within it’s city corporate limits and the critical issue for homeowners & landlords & real property owners) it voids your homeowner & liability insurance to have attack class dogs and in this case it devastating and/or extremely dangerous to children, youth, adolescents, adults and seniors. If it had not been for a male neighbor who pulled this animal from this child fatality is all but certain. The children and family state the animal was loose and the entity who rescued the child & restrained the animal re-chained it prior to Police & emergency paramedics arrived; she knows for she is the victim and testify the animal dragged her & was loose. Pit Bull Dog is the issue and regulations state homeowners/property owners loose their coverage if they stay, City of Monticello should follow example of the flagship city of Arkansas(Little Rock)and banned the animals from it’s Corporate City Limits and the alderman citizens should demand it done at next session of the City Council.

    I once had the same ideas, pit bulls are dangerous and can attack at any time. Then my daughter & son-in-law began to foster pits. I became more educated about the breed. They are the most loving, devoted dogs. Yes, they can be fierce fighters, but only if they are trained that way. Education about the breed, NOT banning the breed is the answer. My 90 year old mother calls my pit/boxer mix her baby. The abuse of these animals must be reported and owners must face the consequences. DO NOT BAN the breed because some owners mistreat or neglect their dogs.

    she said, “4 to 500 pits”. it was misunderstood. here is an unbelievabel number for you, Ruby Burton has managed to have over 16,000 (yes, 16 thousand) dogs and cats spayed and neutered in the past 10 years. you should be thanking her for controling the pet population in Drew county. She does this without pay.

    When stories like the one of a child being attack by a dog, any kind of dog, is reported, it definitely brings out the protective side of all adults, making us want to take action to protect our children from anything like this happening again. However, the problem does not lie with the pit bull breed as a whole. You cannot and should not listen only to one side of the argument, to make a decision on whether or not to ban an entire breed of dogs. I have always maintained that there are three sides to every story or discussion. In this situation, there is the one side that states we should ban pit bulls, there is the other side that argues we should not be told which dog we can or cannot have, and then there is what I hope will become the third side to this story, which is a compassionate, yet responsible agreement between the two previously stated sides. In my life, I have had many, many dogs, and the majority in my adult life have been pit bulls. I think that the reason for this is because of the bad reputation they had begun to get and I felt sorry for them, when I would see them at the pound or starving out on the street. I have yet to take in a “bad” dog, or one that was even close to being labeled a vicious dog. Yes, they were hungry, and yes, they were scared. But once they saw that they were going to be fed on a regular basis, and were being looked after by people that truly cared about them, they became some of the most loving dogs you could ever want. I have raised my children around each and every one of them, never having a problem, unless you count their protection of my children as being an aggressive problem. My children were always safe, whether with me or by themselves, when out and about with any of these dogs, and I can promise you that if anything like a snake or such was in their path, these dogs took care of it in order to keep these kids safe! I do not want to bash other breeds of dogs, in this comment, but everyone knows that there are plenty of other breeds and other sizes of dogs that cause just as much trouble and bite a lot more often than a pit bull. I do not know the statistical numbers for Drew County, but I would venture to say that if you try to ban pit bulls, there are going to be numerous legal and community problems due to the fact that the number of people that own non-vicious or problematic pit bulls, far outnumber the people that own the “vicious” dogs, and you cannot take away or make us pay for the right to own any kind of dog that we want. I want to keep our kids safe just as much as anyone, however, banning a breed is not the answer. We need to punish the deed, not the breed, and hold those that provoke a dog to this kind of behavior accountable for their actions, in a very public way. If we do not start doing this and educating our children in the humane way to treat all animals, our society as a whole is in a downward spiral because the experts show us that how a child treats an animal is a strong indicator of the way they will one day treat people.

    This lady says she is the ‘Humane Society” she goes around looking for people who do not take care of their dogs seems double standard to me since she has anywhere from 10-20 dogs at a time they stay in everyone’s yards except hers I know there is no leash law in the county but that doesn’t mean they neighborhood wants dogs and if they do they will get & take care of their own not hers. They sleep in the middle of the road, they chase & bark at everything moving along with dragging others things off and chews it up. Most people live in the county so they can leave stuff outside, enjoy being outside but walking when you have to walk around like an obstacle course to get through her dogs business that is not right (even though there is no leash law they are her responsibility.)

    This time she is gripping about Pit Bulls it’s not the dog breed it is how the dog is raised. A small dog, medium sized dog can eat you up just as well as a pit bull or any other kind of dog. She needs to realize she is not running Monticello just because Burton thinks it should happen don’t mean it will. Now take care of your dogs before you start on other people that are none of your business.

    Yes I am the proud owner of two pitt bulls one who’s 5 Years old and the other 8 months, and they have never shown any aggression to you, u need to thank them, they dont only protect me but they also look out for you as well. When they bark I check things out and I’ve caught a man trying to go in your back door twice. my dogs dont even come out of the yard, let alone into your yard, no matter how many are in your yard or whatever you may be doing they dont even pay you any attention.     Firstly, to the person who said LR has a pit bull ban, get your facts straight. You CAN own a pit bull in LR you just have to meet a few regulations (which do NOT include liability insurance). Also to that fact, the director of animal services told me personally they did that because pit bulls were the most abused breed and they were getting so many abuse cases of pit bulls in the shelter, NOT because they were vicious.

    Secondly, to the person who said pit bulls attack and dont let go, can you explain that to my pit who was attacked by my mom’s GSD/Akita mix? Can you tell her she obviously isnt a pit bull as she rolled over on her back? If someone had not been standing there, he would have seriously injured her (she still has a small scar on her shoulder from where she had to be stitched by the vet and this happened over a year ago). He had NO mark on him whatsoever.

    I see most comments are people who have some sort of sense. The only ‘problem’ with pit bulls is people keep overbreeding them so they do make up the majority of dogs in this country.

    So far this year, a Jack Russell, two huskies (two separate incidences), a German Shepherd, a mastiff mix, and a labrador mix have killed children in separate instances (this is what I dug up in 5 minutes I know there are more). So I say I think we should ban your labradors, your jack russell terriers, your huskies, your german shepherds and your mastiffs.

    I would not shed a tear to see Chihuahuas or Min Pins banned as I have been viciously attacked by both but unlike the negative comments on here, I respect people’s right to own whatever breed of dog they so choose as long as they do so responsibly.

    Let me also ask, why do pit bulls test so high in the ATTS (an unbiased temperament test) and other breeds score so low if pit bulls are aggressive?

    And a friendly reminder, you should not believe everything the media throws at you, let us remember that we were all going to die of the bird flu, the swine flu, the world was going to crash due to Y2k and most recently we were all going to die 12/21/2012. The media is there to sensationalize things. It is no fun reporting stories of a lab mauling a child as they dont get as many viewers/sell as many papers.

    My final point is this, most ‘pit bull attacks’ arent even pit bulls. Boxers, Mastiffs, Labs, American bulldogs, exc, exc all have similar features to ‘pit bulls’. I have also read more than one story where the person attacked said they lied because they didnt want the dog to be in trouble and made up a story about a pit bull attack when in fact it was another breed of dog, but a dog they knew and didnt want to tell police/animal control that it had attacked.

    I have always been a strong believer in doing your research before you speak on a subject, I have spent 7 years of my life researching and being around different breeds of dogs (mostly pit bulls), I have yet to be mauled, attacked, maimed or threatened by a pit bull (but again have been attacked by a chi and a min pin/rat terrier mix). Kind of funny considering I rarely handle small breed dogs and live with 2 pit bulls….

    Those who speak against pit bulls, I am sure you would not appreciate me saying that your dog should be taken from you and euthanized simply because of it’s appearance, I hope you will think about it and show me (and all other pit owners) the same courtesy. And I hope you will decide to give pit bulls a chance, my pits have changed 20+ minds, just the two of them, by people simply meeting them and realizing they are not horrible monsters but simply a pet, just like your dog. I have had so many people tell me they were scared of pit bulls because what they saw on the news/the media hype but once they met mine their minds were changed 200% and they actually decided they LOVED pit bulls.

    I took one of my pit bulls to an event in central Arkansas a couple months ago, people avoided her like the plague despite her polite behavior (sitting in front of them wanting pets), yet their small breed dogs were growling and snapping at her while she sat perfectly still and still tried to be ‘friends’.

    Does that sound like a dog who is a danger to the public?

    I do agree owners of ALL breeds need to be responsible, they need to keep their dogs contained and not let them run loose. They need to properly socialize their dogs and have them spayed or neutered (as 80% of all dog bites are from unsterilized dogs).

    Both of my pits were rescues, both had horrid lives before they came to me, yet they love and trust all humans (and other dogs) they come in contact with!

    For “I know her”. My mother doesn’t want “20” dogs in her yard. They get dumped on her by people that don’t want their dog(s) anymore. Every dog in her yard is spayed or neutered as soon as they are dumped. For everyone else, everyone on this blog has great ideas and wonderful opinions. Problem is, it is all talk. Most of you will not lift a hand to shovel dog crap, adopt or foster a stray, or assist in anyway other than talking and complaining. DO SOMETHING!!!! We love pit bulls. We have had several and foster two now. Unfortunately, like everything else in the world, bad people screw up everything for good people. Ruby Burton is addressing the problem. If YOU want to address the problem than do so. We all know it is bad people that make any breed bad. Stop stating the obvious and DO SOMETHING!!! How do you get rid of the bad people or hold them accountable? Easy to say, hard to do. HOW DO YOU DO IT?? Get off your butts and go to the next city council meeting and give them a real solution. You cannot just hire more police because it costs money. As for now, the only real and affordable solution is to remove the weapons (neglected/mistreated pit bulls) from the criminals and irresponsible people that own them. We look forward to hearing your real solution(s) at the next meeting.

    I am not putting “your mother” down for speaking up however she takes in every dog someone needs her to take and also anything that are allegedly “dumped off in her yard” as for me if people dumped dogs off at my house I can tell you I wouldn’t just take them in and keep them. She owns her home and her lot there is not leash law in the county but whatever dogs she owns or accepts that are dropped off are HER responsibility not everyone from Hwy 425 down Wilson Mill and all the way to the end of country view road. Build a fence around HER yard put her dogs inside the fence there will be no problem. I live on the East end of Wilson Mill Rd and see her dogs in others as well as my yard all the time or laying in the middle of the road. She is choosing to take drop off’s in so choose to take care of them. I can’t speak for others but I have shoveled dog crap in my yard before my kids can play outside and NO I do not have a dog. I have things on my back porch I have personally found in the mouth of her dog or foster dog either way I will keep my belongings in my area but she needs to do the same. I am not just speaking on Pit bulls I am talking about the high number of any kind of dogs she has. BTW I have also bought numerous bags of dog food for the dog pound. If I wanted a dog I would have no problem adopting one from the pound but since everyone in our 2 blocks of neighborhoods have plenty dos thanks to Burton why do we need anymore? She is voicing her opinion on everyone with pit bulls all the way across town WHY is that her business. Take care of your own before you run someone else down. As far as council meeting she lives in the COUNTY they have a quorum court for that she has nothing to do with the city limit drama so get out of it and take care of her uncared for dog drama. Our problem is not city council problem its one person in the county that has way to many dogs that are allowed to reek havoc on everyone in our neighborhood. Don’t know your mom but know she needs to make some changes to her dog sitting.

It’s not the incidents of pit bulls biting that are rising at an alarming rate but simply the news media’s reporting ONLY about pit bull related incidents that is rising at an alarming rate. Please DO NOT believe everything you see in the news and please DO NOT fool yourself for one minute that other kinds of dogs aren’t biting and aren’t harming people every minute of every day. Be informed please don’t be duped by the news media and what it ‘appears’ is happening.

    i’M A VERY PROUD OWNER OF 2 PIT BULLS. I WONDER Y OUR SYSTEM IS PUNISHING EVERYONE THAT HAS PIT BULLS INSTEAD OF THE FREAKIN PEOPLE FIGHTING THEM HERE IN MONTICELLO??????? THOSE PEOPLE ARE THE ONES THAT ARE GIVING THE PITS THE BAD NAMES & REP. OUR FINE PEOPLE!!!! KNOW WHO THEY ARE THAT’S FIGHTING THEM HOW ABOUT YA’LL GROW SOME & TAKE THEIR DOGS AWAY BECAUSE YOU KNOW WHAT THEY ARE DOING IS WRONG………

MAYBE SOMEONE NEEDS TO CONTACT A HIGHER PERSON NOT FROM HERE TO COME IN & DO THE JOBS THAT NEED TO BE DONE TO PREVENT THIS ……WHY NOT BAN A ROTTY OR A GERMAN SHEPARD??????

    O.K. I own two pit bulls myself.It is true they can be one of the best pets anyone can have.My daughter was given a red nose pit by her Uncle and when she moved to Tx she left him with me. Now it is true when someone gets bit etc by a pit bull you will hear it on the news etc. so it does give the bread a bad name. When we first got him I remember all the stories on the news too so I was even scared of owning him. I wouldnt even let my boys rugh house with him because I thought that would make him aggressive.He didnt get raw meat because I though hed get the taste of blood and then hed go bad. Hes been taken care of all his life (10 yrs old) “good” he along with my other pit (5yrs old) are kept up they get their shots yearly,they have dog houses,shade,water,food. I know some people keep them up and train them to hunt hogs etc. Thats not being a bad owner as long as they are kept up and taken care of. There are people who though on the other hand breads to fight ect. thats where its wrong to me. I dont think there is any animal that should be trained to fight just to be fighting its cruel. My question is? If Monticello City Coun. passes the law of “you can keep your pit but you have to have insurence” for all the people who might not can afford the insurence where will these dogs go? I do believe something needs to be done about people fighting these dogs. The people should be arrested. Its not the dogs fault that the owner teaches it to fight so why punish the bread for something “man” does. I do understand where Ms. Ruby is coming from. When I lived up town and Id take him walking I seen more pit bulls bark and come out. Some looked good, some looked bad Ill say I lived on east end of Monticello. Sunday at the park….WoW….What ever bread of dog anyone owns these people should be responciable. Ive seen some really mean chiuaua that really could hurt a child or older person by biting. to an infant that bite would be as bad as a big dog bite. I think maybe we should rester our pits & have pics taken of them also list all scares thats already on the dog and they are put on file and made to atleast have the rabies shot by a vet. that away if your dog bites, then no one can say it wasnt mine dog,and you will be responcible for all bills.When it is reported that a pit has bit ect. Then the dog owner will be found I also think when the dog is seen and it has alot of scares (or extra scares than what it had when it was restered) then the owner should be asked questions about fighting and invesigated if its proven that the owner is a breader/fighter then they should be arrested charges filed and one thing that should be added to anyone who fights dogs should never be able to own another pit bull. I also think thats not only for town but county as well.then that might also stop some things.I know it takes alot of time do this.But Im sure there are people out there that would help getting these dogs restered.I dont think that saying no more pits in town will help with the problem I also think though that it should include the county too…People dont take me wrong I love my dogs and Id own another one anytime. But people do abuse this bread of dog.Its a sad thing people who do this gives the Bread a bad name. The Bread is not a bad bread it is the owner and how they raise them……

    Ive owned pits most of my life and i’m only 23 years old so i grew up around pits and they actually protect children yeah its a shame that this one dog hurt that little girl but who to say ALL pits attack??? I mean if it was my child i would be upset and everything but not take it out on all the oweners in Monticello and have them to get rid of their dogs just cause one dog did something….also she wants to rid pits okay well what about the other dogs out there? I was attacked by a dog when i was 14 years old but it wasnt a pit it was another type of dog….so i agree with all these other people on here its not the dogs fault its the owners fault by the way he/she raised it…so you stop and think about it how many times have we seen people attacked by dogs and most of the times when you see dogs attacked it not
