• Mayor Tucker and I had several discussions about developing a comprehensive system to identify and rank the street maintenance requirements. The system should generate a priority ranking in a scale of 1 to 100 of all streets based on various criteria such as age of street, volume of traffic, street classification, past maintenance history, last maintenance date, severity of degradation and other such parameters.
• Discussion never went far enough to allow me to proceed with the study. I fully concur that without a system to prioritize, any money spent on street maintenance may not show much impact on the overall street life expectancy or ride/comfort level.
• My recommendation for the first order of business in this regard would be to create a policy/regulation along with street classification list to be used in all future street maintenance funds.
• I am enclosing a draft policy/regulation to start the discussion.
